Wiltshire Police support carnivals as an important part of community life within the county and throughout the region.
The movement however of slow, oversize or overweight vehicles, trailers or floats travelling to, during or from carnivals must be controlled to ensure road safety.
Wiltshire Police, in conjunction with the Department of Transport, Transport Technology & Standards, insist that all carnival vehicles, trailers or floats falling outside the Road Vehicles (Construction and Use) Regulations 1986 are covered by a Vehicle Special Order (VSO).
If you are entering a vehicle for a carnival please read the detailed Carnival Handbook which provides further information. Appendix 2 (Construction and Use Regulation) outlines whether or not you need a VSO. If you need to apply for a VSO an information pack and application form can be downloaded via this page.
A VSO checklist has also been produced however this does not need to be included with the application form.
Please note that you will need to ensure that your towing vehicles, trailers or floats are fully compliant with Construction and Use regulations or, if you need a VSO, what you need to do to comply.
